Namsai DEC approves DPR
NAMSAI, June 5: The District Electricity Committee(DEC) meeting of Namsai district was held under the chairmanship of Rajya Sabha MP cum DEC chairman Mukut Mithi at Tengapani yesterday. The prime objective of the meeting was to implement IPDS and DDUGJY in Namsai district.
After threadbare discussion and deliberation the DEC approved the DPR framed by the power department for implementation of Integrated Power Development (IPDS) and Deen Dayal Upadhaya Gram Jyoti Yojana(DDUGJY) in Namsai district. Considering the topography of Namsai district and huge potentiality of seasonal cultivation including tea, rubber, oil palm etc., DEC also suggested for construction of a separate feeder exclusively for power supply in Agriculture sector.

Fire victims provided relief materials
ITANAGAR, June 5: Bharatiya Janata Party National Council Member (of Arunachal West), Tame Phassang provided relief materials to all the seven families whose houses were gutted in a devastating fire at Naharlagun near Helipad on June 3.

Health camps under NMMU at Seppa
SEPPA, June 5: A total of 238 patients were offered free treatment by a team of doctors during a series of health check up and awareness camps organised by the District Health Society under NMMU at Rawa, Marjingla and Chagia/Sangbia villages under Khenewa circle in East Kameng district from May 29 to June 4. Free laboratory tests were also conducted on 61 patients, while 20 children and 4 pregnant women were immunised during the camps.
The team of doctors led by Dr. K Lapung, DRCHO, comprised of Dr. T J Tara, Child Specialist, Dr. J Zongluju, Chest & TB specialist, Dr. Lito Ete, Medicine Specialist, Dr. Hage Tado, MO and supporting staff.
During the health awareness programmes, villagers were educated on various health related issues and provisions and facilities available under various health schemes. They were also made aware of the need of breast feeding, immunisation of children and pregnant women and family planning. The objectives of Mission Indradhanush were also highlighted during the camps.
At Chagia/Sangbia village, DC Sandeep Kumar Singh spoke on the benefits of health camps, immunisation and Chief Minister’s Health Insurance Scheme and deliberated on the important roles to be done by the ASHAs and Gaon Burahs at village level. Arunachalees set on fire by miscreants

ITANAGAR, June 5: A group of miscreants believed to be Adivasi youth allegedly attempted to set ablaze three people from Arunachal alive along with their Mahindra Bolero Car at Serelia village along NH 52 under Behali police station in Assam this morning. Victims were identified as Tadung Tachang(45), Chaling Natung(40) and Taa Tachang (12) all from Seppa in East Kameng district.

According to Tadung Tachang, a group of youth armed with sticks, road and dao forcibly intercepted them and tried to snatch the car key. When he resisted, the miscreants started banging the car with sticks, broke the windshield and set the car on fire while they were seated inside.
“Within seconds, the car was engulfed by fire, we managed to scramble out from the car and got burnt grievously”, disclosed the victim who was still in deep shock. Tachang and his son were reportedly saved by a motorcyclist from Assam who immediately drove them to Behali Police station and Chaling Natung also was lucky to get a lift by a man on a bicycle. Both Tadung and Chaling have received serious burn injury, however his son escaped unhurt. They were evacuated in a Scorpio going to Itanagar with police escort upto Gohpur as vehicles bearing Arunachal registration were targeted. The victims were immediately shifted to RK Mission Hospital here and currently they are undergoing treatment.

The state government has declared high alert in NH52 between Gohpur and Biswanath Charali in Assam due to today’s incident. The government has advised the people to avoid travelling along the NH52 till the situation normalises. Many passengers coming from Guwahati, Tezpur, Seppa, Bomdila and Tawang were reportedly stranded for six hours, and later Arunachal registration vehicles were escorted safely from Behali and Borgang area.
Similar tension had flared up after 10 people from Assam were killed near Tarasso a year ago (January 2014) and was followed by a massive economic blockade called by various Assam based organisations against Arunachal alleging people of Arunachal behind the killings.

Arunachal Gov urges people to plant more trees
ITANAGAR, June 5: Arunachal Pradesh Governor Jyoti Prashad Rajkhowa today urged people of the state to plant more trees to preserve the pristine green environment of the state.
In his message to the people on the occasion of World Environment Day, the Governor said, to address the global warming issue and for a healthy climate, the people have to preserve the flora and fauna.
He emphasised on use of renewable energy resources like solar energy and biogas, a Raj Bhawan statement said.
Stating that 80 per cent of the geographical area of Arunachal Pradesh was under forest cover, Rajkhowa stressed that the state's environment and forest department have to create more awareness to maintain it and suggested preservation of the forest cover by planting trees.
On the occasion, the Governor along with his wife Rita Rajkhowa planted mango saplings in the Raj Bhawan compound, the statement added.
Participating in the World Environment Day Celebration at Banquet hall here, Chief Minister Nabam Tuki urged people to adopt “each one plant one” approach.
World Environment Day is the United Nation’s principal vehicle for encouraging worldwide awareness and action for environment.
Speaking on the occasion, Chief Minister Tuki said that this year’s theme ‘One World, One Environment’ should be taken up on a mission mode and resolve to make the world one big green family through all out effort in preserving and protecting forests.
Tuki emphasised the need to encourage community forest which is common practice in Arunachal Pradesh. He said the department should work out a plan to facilitate incentives to the villagers maintaining community forests.
Urging all to make collective efforts to increase the percentage of forest cover from the existing 82 percent to 90 or 100 percent, the Chief Minister informed that the state government has initiated promotion of tea and rubber cultivation, which has substantially decreased the traditional Jhum cultivation resulting in more green coverage.
While admitting the need to have industries, he however said that both industrialization and environment protection should go hand in hand.
The Chief Minister expressed concern over garbage and solid waste management. He pointed out that despite machineries in place – the capital cities of Itanagar and Naharlagun have become dumping grounds for garbage and solid waste. He advised the Municipal Council and Urban Development Department to vigorously pursue for containing waste generation by segregation at source and reuse or recycle it so that the solid waste or the garbage is effectively managed.
“Instead of shifting responsibilities, we must all individually take the onus of keeping our town and colonies clean,” he said.
Parliamentary Secretary for Forest & Environment, Chow Tewa Mein appealed all to protect and preserve the environment as it is part of the state’s rich heritage.
“World Environment Day is celebrated every year on June 5 to raise global awareness to take positive environmental action to protect nature and the planet Earth. Today is the opportunity for everyone to realize the responsibility to care for the Earth and to become agents of change”, he said.
Mein urged all to pledge to preserve the environment and understand that it’s an obligation of every individual to participate in the noble exercise of preservation of environment. He also appealed all to plant at least one tree not necessary everyday but on certain special occasions like on birthday, anniversary, etc.
Earlier, the Chief Minister accompanied by Parliamentary Secretary (F&E), Chief Secretary and PCCF & Chairman AP State Pollution Control Board Dr Shashi Kumar released the Annual Report of the AP State Pollution Control Board.
The World Environment Day was also celebrated in other parts of the state in befitting manner.

PIL against Govt. for misuse of central funds
ITANAGAR, Jun 05: A PIL has been filed in the Gauhati High Court against the Arunachal Pradesh government alleging gross misuse of central funds.
Justice Rumi Kumari Phukon of the Itanagar permanent bench on June 1 admitted for hearing the PIL filed by social activist Tana Naya from Seppa in East Kameng district.
The petitioner alleged involvement of the state government in the diversion of funds meant for developmental work from 2011 to 2015. "Certain documents including communications exchanged between the state government and RBI have been appended in the PIL which were obtained through RTI, in support of the contentions so raised by the petitioner regarding misuse of central grants and huge diversion of funds by the state government," the judge said.
The respondents in the PIL include, state Chief Secretary, Special Secretary (Finance), Development Commissioner (Finance), Finance Secretary and Disaster Management Director. PTI

Meanwhile, Food Safety Commissioner, Directorate of Health Services, GoAP has directed all distributors, wholesellers and retailers of the said nine Maggi variants in Arunachal Pradesh to comply with the said recall orders of the FSSAI.
Further, consumers are also advised not to consume the said Maggi Noodles (9 variants) till further communication from the FSSAI.
Cabinet approves admission criteria for Govt colleges
ITANAGAR, June 5: In a major policy decision, the state cabinet headed by Chief Minister Nabam Tuki in a cabinet meeting on June 3 last approved for framing of necessary admission criteria for the Government colleges of Arunachal Pradesh.
At present the state has 14 Government colleges to cater to the higher education needs of the students.

The cut off mark for open quota has been set to instill competition amongst the students and also to maintain Pan Arunachal atmosphere in the higher education sector.
Merit list shall be prepared for catchment area and open quota system would be prepared separately for admission.

ROING, June 5: Even after the two days of the week’s deadline given by the All Idu Mishmi Students Union for installation of dustbins in front of shops in order to maintain the much needed cleanliness in the main market area, none of the shopkeepers paid heed to the instruction of the student body.

"Giving relaxation to our local ladies, we had requested them to at least install two dustbins for around 30 vendors but they have clearly disagreed to doing that too. As locals, they should have been more concerned about keeping the town clean", said Mili. "Strict action will be taken against these women if they do not comply with soon", he added.

They claimed that selection of beneficiaries under various departments of Papum Pare are directly made through constitution of Board at district level every year thus depriving the grassroots leaders the right to identify the deserving beneficiaries at Gram Sabha level.
The beneficiaries for rubber plantation, tea cultivation and RKVY under Agriculture department are directly selected by the HoDs and ZPMs through the Board at district level. Tools and implements were issued to many beneficiaries without knowledge of the grassroots leaders, they claimed.
Piggery, poultry, dairy, goat units under RKVY were distributed last year by ZPMs through district board without knowledge of GPMs and ASMs, they alleged. Further, beneficiaries under Horticulture, Fisheries, and Sericulture Departments have been selected at district level through constitution of Board comprising ZPMs and fe line department officers since last two years, they alleged. In case of Textile and Handicraft (Industries) department, PMRY beneficiaries have been selected by a Board consisting of DD Industries, ZPMs and DC as Chairman since last year.
This clearly shows that grassroots leaders of Papum Pare are deprived from participation in identifying the actual beneficiary of government schemes in gross violation of power and functions devaluated to Gram Panchayats and Anchal Samities under Arunachal Pradesh Panchayat Raj Act 1997.
The Panchayat leaders urged the Papum Pare Zilla Parishad Chairperson to immediately correct the process of selecting beneficiary as per devolution of power on 29 subjects so that transparency is maintained in the process of selecting beneficiaries.
They further urged the ZPC to empower the grassroots Panchayat leaders to finalise the beneficiary selection by placing it at Block level with immediate effect failing which they threatened to adopt democratic means of protest.
World Environment Day celebrated
ITANAGAR, June 5: World Environment Day was celebrated throughout the state with a call to the public to care for the environment.
At Oyan village near Ruksin in East Siang district, a mass tree plantation programme was organised at Vivekananda Kendriya Vidyalaya campus to mark the day. Joining the plantation, Range Officer of Ruksin forest range, Y Potom urged the people to develop greenery to save the Mother Earth from environmental degradation. He suggested the students to take care of the planted saplings for their survival.
He informed that the forest department is planning to conduct a series of plantation programmes at different places. Students, teachers, local villagers and forest department staff participated in the tree plantation.

Few days ago hundreds of women claiming themselves to be road side vegetable vendors barged into newly constructed parking lot of urban development department at Bank Tinali, Itanagar and tried to occupy it. Even though administration managed to push out majority of them, some are still occupying the space just outside of parking lot and selling vegetables. The women group claims that recently capital administration evicted their shop from road side and therefore they were forced to take this step. However, no amount of justification can cover up their illegal act.
Their action has been strongly condemned by civil society bodies. Councillor of

is struggling to create space for the vehicle parking. The Bank Tinali Parking Lot

Through the most celebrated columns of your daily, I would like to draw the attention of all concerned about the adversity & degrading medical facility of Rama Krishna Mission Hospital which according to me needs urgent attention.
Undoubtedly, RKMH has been providing immense help to the people of the state since its establishment in our state. However, my question is not about the workings of the hospital and its staff but the infrastructural destitution and degradation.
The garbage disposal and management is often not efficiently conducted which is not only the burden of municipal but the hospital authorities as well. As far as the male ward is concerned the management authority should give attention to the bathroom. Sanitation is often a very integral cause for various deadly diseases and if the hospital continues to ignore such quagmire then this is a major failure on the part of the hospital authority.
RKMH has been a solace for various patients over the year and years to come. But the above mentioned adversities are to be checked for continued efficiency of the hospital. I have personally experienced the predicament and hardship so I hope this will be an eye opener for the management and governing body of RKMH.

Maggi and children’s safety
Dear Editor,
The presence of lead in dangerous proportion in Maggi noodles is making headlines everywhere and many state governments are testing maggi samples to ascertain the healthiness of maggi widely consumed especially by children.
In our state also maggi is consumed in large quantities. Many hostels serve maggi as breakfast. If the lead and MSG are present in dangerous proportion as reported, it is a matter of great concern. But I’m surprised to see no reaction from the State Government. Does this mean we don’t care for our children? I don’t think so. Atleast the Government should assure citizens about the truth. If allegations are true then maggi should be immediately banned by the Government. But looks like the concerned department is in sleep mode as usual.

Thanks for the reduced fare
Dear Editor,
Through your esteemed daily, I would like to thank Deputy Commissioner of East Kameng District Sandeep Kumar Singh for taking the efforts for reduction of Tata Sumo fare from Seppa to Itanagar.
When the news of reduction at a rate of Rs. 650 per passenger from Rs 800 for Seppa to Itanagar service was published in Arunachal Times on 22nd May, Tata Sumo Union of East Kameng had protested the move but the Deputy Commissioner stood his ground. After one week, Tata Sumo Union finally accepted the rate fixed by Deputy Commissioner. So, I personally thank Tata Sumo Union for accepting the rate fixed by Deputy Commissioner for the benefit of people of East Kameng. It has greatly benefitted students as well as poor people who travel from Seppa to Itanagar for medical and official purposes.
Further I request Deputy Commissioner to kindly direct APST to keep their busses neat and clean so that people can travel regularly without worry.

Genuine vendors should not be deprived
Dear Editor,
Through your esteemed daily we would like to request the Capital district administration and other authority concerned that if the administration is contemplating to allot parking lot at Bank Tinali to the vegetable vendors, then, it should be allotted to real and genuine roadside/footpath vegetable vendors.
We came to know that hundred of women who claimed themselves to be roadside/footpath vegetable sellers had tried to occupy the urban development parking lot building at Bank Tinali, Itanagar on June 2 last. We would like to inform the Capital Complex district administration and other authority concerned that those women who tried to occupy the parking place claiming themselves as vegetable sellers are not actual roadside/footpath vegetable sellers. They were having their own shops and showrooms and some of them are the owners of shopping complex in the capital complex. Therefore, we request the authorities not to deprive the genuine or actual roadside vegetable sellers if the administration take any decision to allot the parking lot to vegetable vendors.
